July is one of the two hottest months, regularly above 41 °C with oppressive humidity along the coast, and the Dubai Summer Surprises sales fill the malls with promotions, raffles and children's entertainment. The city functions entirely indoors, with the Metro and malls air-conditioned to the point of needing a sweater. Hotel rates are at summer lows, and beach resorts offer their best packages of the year.
